On 28th of December, 2012 we registered a new legal Association - Chitalishte Drastar 2012. The
Chitalishte is registered as non-profit
organization, as provided for in the Law on the Public Chitalishte
We choose the name Drastar (Bulgarian) as this was
the ancient name of Silistra - Dorostolon - during 9th century.
The main goals of the Chitalishte Drastar 2012 are:
1. Conservation,
protection, development and promotion of
the customs and traditions of the Bulgarian
people, particularly in the region of Silistra;
2. Widening
the knowledge
of people and their adherence to the values and achievements of science, art and culture;
3. Collection of materials and items of local and national culture in order to store and
display them for future
generations.
4. Development of creative and spiritual gifts in people, mainly children and young people by helping enrich their
knowledge and education in the
traditions and culture of the Bulgarian
people and human values and their
adherence to the values and achievements
of science, arts and culture in
Bulgaria.
5. Public education and promotion of the Bulgarian national identity;
6. Providing access to
information;
Main fields of activity of the Chitalishte Drastar 2012
are:
1. Providing
and maintaining the library, reading room and videotheque,
as well as create and maintain electronic
information networks;
2. Providing trainings, computer and Internet services;
3. Development,
dissemination and support to the artistic creativity including amateur arts;
4. Organizing schools, courses, clubs, film and video exhibitions, festivals, concerts, celebrations and youth
activities;
5. Collect and
disseminate knowledge about the homeland;
6. Create, preserve and promote the museum
and other collections under the Cultural Heritage Act;
7. Provides
social, educational and information services to the
people and disadvantaged groups with special needs;
8. Perform
additional
businesses
and services related
to the main
activity,
not inconsistent with the
current Bulgarian legislation
but using the
revenues to
achieve only the main objectives.
The Chitalishte only operates in the public interest and does not distribute any profits.

The Chitalishte Institution
Bulgaria has a unique heritage of locally-based catalysts for community development - the Chitalishte institution. Emerging back in history as community-based institutions they still exist all over the country in more than 3000 communities. In the present the Chitalishta are undergoing through a gradual change from locally situated cultural institutions (controlled and dependent from the State) back to their identity of community-based centres (created, managed and sustained by the community).
The Chitalishta have an enormous potential for sustained impact in regard to community development in the country. This relates with several characteristics of the Chitalishte institutions: historic legitimacy and acceptance by communities as their own institution, close and comprehensive to local cultural codes; existing infrastructure as buildings and people; limited but existing in the long term institutional support from the state, including the presence of Chitalishte in the development policy of the Ministry of Culture.

National Institutional and Legal Framework
The Law on the People’s Chitalishta was adopted in 1996. It put a limit to the state interference in the affairs of the Chitalishta and authorized the state to exert control over the lawfulness of Chitalishte activities and to assign the Chitalishta tasks of national importance. It provided the Chitalishte with the status of “legal person with non-profit purposes”.
According to the Law, the Chitalishte is an autonomous cultural and educational organisation. Its goal is to address the needs of the Bulgarian society for development and variegation of the cultural life, for preservation of the national customs and traditions and for introducing the latest achievements in science, arts and culture to ordinary people. Most importantly, the law provides for “additional activities”, which are not directly linked to the Chitalishte core functions but provide opportunities for application of innovative approaches and broadening of the scope of work.
The Ministry of Culture of Republic of Bulgaria as the responsible for the Chitalishta government institution acknowledges the advantages of the Chitalishte infra-structure and its outreach capacity. The Chitalishta are expected to overcome the prevailing conservative inertia and to be able to face the contemporary requirements. The Chitalishte shall be an important constituent of the civil society and an agent for its affiliation to the European values.
In response to the above the Ministry of Culture has set out the following priorities:
• Institutional strengthening of the Chitalishta as autonomous local organisations.
• Encouraging the Chitalishta to activate local partnerships at the expense of the hierarchical links with the Ministry of Culture.
• Diversification and broadening of the Chitalishte activities and improvement of the way products and services provided by the Chitalishta are offered to the public. Formulation of a new overall concept of a Chitalishte that targets the largest possible number of consumers, including minorities and marginalised groups.
• Training in new management skills to ensure better functioning of the Chitalishta and improve their chances for access to external funding and generation of own revenues.
